Notice on Adjustment of Health Declaration Code Application for Passengers Islamabad to China

As per the latest policy of COVID-19, from 2nd May on, all passengers from Islamabad to China will receive Health Declaration Code (HDC) in BLUE colour instead of GREEN colour after submitting all the required documents and qualified test results. Passengers need to show the airlines both blue HDC and hard copy of rapid PCR test negative reports (submit 1 hard copy to airlines).

The procedures of the Health Declaration Code (BLUE code) application are as follows. For foreign passengers (holders of diplomatic passport, official passport, valid Chinese visas or residence permit holders only) who are to take direct flight from Islamabad to China, the following 4 steps are required in the application, 7-14 days quarantine and health monitoring, 7 days pre-test, double boarding tests within 24 hours, upload required documents through the portal http://hrhk.cs.mfa.gov.cn/H5/. Besides, one more Rapid PCR Test (here after RPT) at the airport within 12 hours is required. Finally, to board with both BLUE code and 1 hard copy of RPT.

I. Testing requirements

(1) Testing items (according to different types of vaccination)

A. For those who were fully inoculated inactivated vaccination (such as SinoPharm, SinoVac, etc.):

Take 7 days pre-test, 24hrs double boarding tests of nucleic acid (PCR) and 12hrs rapid PCR test. (All together 4 PCR tests)

B. For those who were fully inoculated non-inactivated vaccination (including mRNA /CHO vaccinations such as CanSino, Zhifei Longcom, Pfizer, Moderna, Astra Zeneca, etc.):

Take double 24hrs boarding tests of both nucleic acid (PCR) and IgM antibody. Take 7 days pre-test of nucleic acid (PCR) and 12hrs rapid PCR test. (all together 4 PCR tests and 2 IgM tests)

C. Those who were fully inoculated both inactivated and non-inactivated vaccinations (not previously infected) should follow the testing items of category A. 14 days interval is required for HDC application since last vaccination.

D. Those who were previously infected COVID-19 or suspected infected should follow the testing items of category B.

E. All vaccination certificate should be uploaded and can be verified, otherwise it will be considered as non-vaccinated.

(2) Testing steps

A. All passengers are required to take 7 days pre-test at any of the 3 designated institutions (main labs of designated labs only) in Islamabad. For example, 7 days pre-test for flight on 16th May. is on 9th May.

B. Take double tests within 24 hours before boarding at 2 of the 3 designated institutions (IDC, EXCEL, GCC, main lab only). Time for 24hrs sample collection are as follows:

Passengers of CZ8140: 22:00pm on Sunday - 10:00 am on Monday.

Passengers of CA946: 19:00pm on Monday - 9:00 am on Tuesday.

Passengers of PK854: 7:00am on Friday - 12:00 pm on Friday.

C. Take Rapid PCR Test (RPT) within 12 hours at Islamabad International Airport designated institutions. Time for 12hrs sample collection are as follows:

Passengers of CZ8140: 14:00pm - 18:00pm on Monday

Passengers of CA946: 12:00pm - 15:00pm on Tuesday 

Passengers of PK854: 23:00pm on Friday - 3:00am on Saturday

Note: Get all the reports from the testing institutions directly. A hard copy of RPT within 12 hours is required at the airport. A normal PCR test takes around 6 hours and an RPT requires 1.5-2 hours, please keep your schedule properly.

II. Self-quarantine commitment and personal health monitoring

Passengers are required to be self-quarantined as well as personal health monitoring. A 14-day health monitoring needs to be conducted by those who were once infected or suspected as COVID-19 patients (with at least 1 CT scan, 2 PCR negative reports and a recovered report from doctors, see in attachment 1). A 7-day health monitoring needs to be conducted by all other applicants (see in attachment 2). For example, 14-day monitoring for flight on 16th May is from 2nd May to 15th May; 7-day monitoring for flight on 16th May is from 9th -15th May.

Note:

a. The following passengers will be considered as suspected infected: PCR positive once, IgM positive for more than 3 months, IgG / IgM were once tested as positive before fully vaccinated or IgM turn positive repeatedly.

b. Before 14 days quarantine, previous infected patients need to wait for at least 6 weeks after PCR turn negative.

c. For previous infected or suspected infected passengers, CT scan or X ray can only be exempted for pregnancy and infants.

III. Application in the system  

(1) Upload the following documents

A. Passport information page

B. Valid Chinese visa/ Residence permit

C. 7 days pre-test PCR report 

D. Fully vaccination certificate

E. Personal health monitoring form (quarantine and health monitoring starts from 7/14 days before boarding. )

F. 24 hrs double tests of PCR and IgM (if required to upload by reminder under a red code) 

G. CT scan report and 2 PCR negative reports before quarantine and health monitoring (previous infected/ suspected infected passengers only)

H. Diagnosis report before quarantine and health monitoring (previous infected/ suspected infected passengers only)

(2) Time for submit documents for HDC code (no need to wait for the 24hrs reports)

A. Passengers of CZ8140: 22:00 on Saturday - 17:00 on Sunday.

B. Passengers of CA946: 19:00 on Sunday - 17:00 on Monday.

C. Passengers of PK854: 7:00 on Thursday - 17:00 on Thursday.

(3) Time for issuing HDC (upload the required documents later than the deadline may result in failure of application)

A. Passengers of CZ8140: 8:30-12:00pm; 14:30-16:00 on Monday.

B. Passengers of CA946: 8:30-12:00pm; 14:30-15:00 on Tuesday.

C. Passengers of PK854: 8:30-12:00pm; 14:30-17:00 on Friday.

(2) For testing fees, it is about 4,500-5,500 Rs. (PCR only) and 6,000-7,000 Rs. (both PCR and IgM) per institution, for final price please confirm with the institution directly before testing.

(3) All the passengers are required to provide true, accurate and complete documents and need to be aware of the legal consequences in the case of partial or false disclosures.

The present notice will come into force from 2nd May. In case any discrepancy exists between the previous notifications and the present notice, the latter shall prevail.
