Introduction to Chinese Government Scholarships

In order to promote the mutual understanding, cooperation and exchanges in various fields between China and other countries, the Chinese government has set up a series of scholarship programs to sponsor international students, teachers and scholars to study and conduct research in Chinese universities.

China Scholarship Council (hereinafter referred to as CSC), entrusted by the Ministry of Education of People’s Republic of China (hereinafter referred to as MOE), is responsible for the enrollment and the administration of Chinese Government Scholarship programs.

Now 289 designated Chinese universities offer a wide variety of academic programs in Science, Engineering, Agriculture, Medicine, Economics, Legal studies, Management, Education, History, Literature, Philosophy and Fine arts for scholarship recipients at all levels.

Chinese Government Scholarship Programs

1. Bilateral Program

This includes full or partial scholarships in accordance with the educational exchange agreements or consensus between the Chinese government and governments of other countries, institutions, universities or international organizations. It supports undergraduate students, graduate students, general scholar and senior scholars.

Applicants shall apply to the dispatching authorities for overseas study of their home countries.

2. Chinese University Program

This is a full scholarship for designated Chinese universities and certain provincial education offices in specific provinces or autonomous regions to recruit outstanding international students for graduate studies in China. It only supports graduate students.

Applicants shall apply to the designated Chinese universities undertaking this program.

Supporting Categories, Duration, Instruction Language, Institutions and Majors

Supporting Categories

Chinese Government Scholarship programs sponsor international students, teachers and scholars to undertake degree studies (bachelor, master or PhD) and Chinese language study or academic research in institutions of higher education in China.

Duration

Chinese Government Scholarship covers both major study and Chinese language (preparatory) study. The table below illustrates the duration of each program.

Instruction Language

1. Undergraduate scholarship recipients must register for Chinese-taught credit courses. They are required to take one-year preparatory courses in designated universities in one of the 10 universities listed below and to pass the required test before moving on to their major studies.

Undergraduate scholarship recipients can apply for preparatory course exemption if they completed their secondary education in Chinese or have a valid HSK certificate that meets the requirements of the host university. Official documents from secondary schools or a photocopy of valid HSK certificate must be submitted for a preparatory course exemption application. Please NOTE that HSK results are valid for only 2 years.

Entrusted by MOE, the following 10 universities offer preparatory courses to undergraduate scholarship recipients. They are Tianjin University, Nanjing Normal University, Shandong University, Central China Normal University, Tongji University, Beijing Language and Culture University, Northeast Normal University, Beijing International Studies University, Capital Normal University, and the university of International Business and Economics.

2. Graduate and non-degree scholarship students can register for either the Chinese-taught program or the English-taught program if applicable. Program search (by visiting http://www.csc.edu.cn/laihua or http:// www.campuschina.org) can help you find the program and university you are interested in.

Scholarship recipients of Chinese-taught programs without adequate Chinese proficiency must take Chinese language courses for one to two academic years to reach the language requirements of their host universities before moving on to their major studies. Failure to reach the required language proficiency will lead to the automatic termination of scholarship. Chinese language courses will be one year for majors in Science, Engineering, Agriculture, West Medicine, Economics, Management, Legal Study and Fine arts, and be no more than two years for majors in Literature, History, Philosophy and Chinese Medicine.

Scholarship recipients of the English-taught programs or those with adequate Chinese language proficiency do not need to take Chinese language courses.

Coverage and Standard

1. Full Scholarship covers

Tuition waiver. Tuition funds will be comprehensively used by the host university. It may cover scholarship students’ education, administration costs and expenditures to support student activities.

Accommodation: free university dormitory or accommodation subsidy.

If the host university requires students to live on campus, the university will accommodate the scholarship students in a university dormitory (usually a twin room); if the host university permits students to live off campus, the university will provide monthly/quarterly accommodation subsidy:

undergraduate students (preppies), master’s students(general scholars): CNY 700 per month;

Doctoral students (senior scholars): CNY 1000 per month.

Stipend:

Undergraduate students: CNY 2,500 per month;

Master’s students/general scholars: CNY 3,000 per month;

Doctoral students/senior scholars: CNY 3,500 per month.

Within the scholarship duration, registered scholarship students will receive a stipend from their host university each month. Students registering on or before the 15thof the month will receive a full stipend of that month. Those who register after the 15thof the month will receive a half stipend of that month. Graduating students will receive stipend until half month after the graduation date. If registered student stays out of China for more than 15 days due to a personal reason (school holidays excluded), his stipend will be stopped during his leaving.

2. Partial scholarship covers

How To Apply

1) Bilateral Program: Chinese Embassy in Pakistan together with the Ministry of

Education and Professional Training of Pakistan are the due agencies responsible for selecting and recommending Bilateral Program candidates (Category Type A scholarship) to CSC. All application documents must be submitted to the Ministry of Education and Professional Training of Pakistan before March the 31st,2019. The Chinese Embassy does not accept individual application documents.

Duration of Application

The Chinese Embassy with the coordination of the Ministry of Education and Professional Training Pakistan begins the process of selecting scholarship candidates from January,2019 and submit the final list of the candidates to CSC before April 15,2019.

Placement & Scholarship Confirmation

a) Application documents of recommended candidates from dispatching authorities will be scrutinized by CSC for eligibility and qualification. Ineligible or incomplete applications will not be considered.

b) Qualified applications will be sent to universities for placement. Based on various factors, such as the different scholarship funding requirements of every country, the host university's teaching capacity, study length and applicants’ criteria, CSC reserves the right to make necessary adjustments/changes to the candidate’s host university, field of study, supporting categories and duration of scholarship. Applications enclosed with the Pre-admission Letter will be sent to the universities who issued that Letter for placement confirmation.

c) After placement confirmation by Chinese universities, scholarship Recipients will get Chinese government scholarships to study in China with approval by CSC. Each scholarship recipient will be granted with no more than one scholarship.

d) CSC reviews the placement results, approves the List of Scholarship Recipients and sends the admission documents to the Chinese embassy or consulate-general in early August. The Chinese embassy or consulate-general will send the admission documents (List of Scholarship Recipients, Admission Letter and Visa Application Form for Study in China (JW201) to the dispatching authorities or scholarship recipients.

e) Scholarship recipients shall not allowed to change their host university, field of study, or duration of study stipulated on the Admission Letter after their coming to China.

f) Scholarship will not be reserved if the scholarship recipient cannot register before the registration deadline.

2) Other programs: Individual applicants for Chinese Government Scholarship are advised to apply directly to Chinese Universities by University Program(Category Type B scholarship) or other scholarship provided by respective universities.

Visa Application

The Chinese Embassy will notify the Ministry of Education and Professional Training of Pakistan the scholarship winners and distribute the admission letters and Visa Application Form for Study in China (JW201) to scholarship recipients. Students with admission letters and JW201 forms can immediately apply for study visa in Chinese Embassy or Consulate Generals in Pakistan. Basic documents are as follows( please refer to the website of Chinese Embassy or Consulate General in Pakistan for detailed information in case any changes occur) :

a) One completed Visa Application Form(the applicant shall complete visa application form online and submit the printed confirmation page and application; China online visa application: https://cova.cs.mfa.gov.cn), and appointment for visa application submission: https://avas.cs.mfa.gov.cn

b) Original passport with at least six months of remaining validity and blank visa pages, and a photocopy of the passport's data page and the photo page if it is separate.

c) 2 recently-taken color passport photos (bareheaded, full-faced) against a white background, one affixed to the form.

d) Original and photocopy of the admission letter

e) Original and photocopy of "Visa Application for Study in China" (Form JW201), please be noted the original JW201 Form should be returned to applicants for foreigners' residence permits in local police bureau in China.

f) A photocopy of notarized highest diploma by concerned educational authorities and attested by the Ministry of Foreign Affairs of Pakistan

g) A local police character/clearance certificate (attested by Ministry of Foreign Affairs of Pakistan).

We kindly remind that holders of study Visa shall, within 30 days from the date of their entry to China, apply to the local exit/entry administrations of public security organs for foreigners' residence permits.

Instructions of the online application For the Chinese Government Scholarship Bilateral Program(2019/2020 Academic Year)

Step 1: Visit http://www.csc.edu.cn/laihua or www.campuschina.org and click “Scholarship Application Online for International Students”.

Step 2: Read “Tips for online application” carefully before clicking “NEXT” to the registration page.

Step 3: Log in with your user name and password. For new user, please click “Create an account” for registration.

Step 4: Fill in the correct Program Category and Agency Number. An Agency Number represents a specific application receiving agency and a correct choose of Program Category is necessary before filling in the Agency Number. Please make sure you fill it in correctly, otherwise you will not be able to continue your online application or your application will not be accepted.

Your ‘Program Category’ is : Type A andAgency Number’ is:5861. Once the correct ‘Agency Number’ is entered, the name of the agency will automatically emerge.

Step 5: Fill in the Online Application Form and Upload Supporting Documents truly, correctly and completely following the steps listed on the left of the page.

Applicants are required to select a discipline before choosing their majors. Please refer to the Disciplines Index, which could be downloaded from Help, if you have any doubt about the disciplines and majors.

Step 6: Check each part of your Application carefully before submitting it. Click Submit to submit your Application. The submitted documents will be the only reference for the applied universities to confirm the admission.

Step 7: You can make changes to your application by clicking Withdraw and Edit the Application on the top of the page. But make sure to submit it again by clicking Submit after finishing all the changes. Otherwise, the retrieved application will become invalid and your new application will not be received either.

Step 8: You can download and print the completed Application Form by clicking Print the Application Form.

Step 9: Send the paper application form and other supporting documents to the dispatching authorities if they requires you to do so.

Only Chinese and English are accepted for the online application.

Eligibility and Documents Required For the Chinese

Government Scholarship Application 2019/2020 Academic Year

The 2018/2019 Chinese Government Scholarship is now open for application. Online application and the corresponding application documents should be submitted to application receiving agency no later than April 1st, 2018. Eligibility: To be eligible, applicants must

- be a citizen of a country other than the People’s Republic of China, and be in good health.

- be a high school graduate under the age of 25 when applying for undergraduate programs;

- be a bachelor’s degree holder under the age of 35 when applying for master’s programs;

- be a master’s degree holder under the age of 40 when applying for doctoral programs;

- be under the age of 45 and have completed at least two years of undergraduate study when applying for general scholar programs;

- be a master’s degree holder or an associate professor (or above) under the age of 50 when applying for senior scholar programs.

Application Documents

a) Application Form for Chinese Government Scholarship(in Chinese or English).

b) Notarized highest diploma: notarized highest diploma by concerned educational authorities and attested by the Ministry of Foreign Affairs of Pakistan Prospective diploma winners must submit official proof of student status by their current school. Documents in languages other than Chinese or English must be attached with notarized Chinese or English translations.

c) Academic transcripts: Transcripts in languages other than Chinese or English must be attached with notarized Chinese or English translations.

d) A Study Plan or Research Proposal in Chinese or English. (A minimum of 200 words for undergraduates, 500 words for non-degree students, and 800 words for postgraduates.)

e) Recommendation letters: Applicants for graduate programs or senior scholar programs must submit two letters of recommendation in Chinese or English from professors or associate professors.

f) Applicants for music studies are requested to submit their own works. Applicants for fine arts programs must submit their own works which include two sketches, two color paintings and two other works.

g) Applicants under the age of 18 should submit the valid documents of their legal guardians in China.

h) Applicants planning to stay in China for more than 6 months must submit a photocopy of the Foreigner Physical Examination Form completed in English (the original copy should be kept by the applicant. The form designed by the Chinese quarantine authority can be downloaded from http://www.csc.edu.cn/studyinchina or www.campuschina.org. The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital or a sealed photograph of the applicants are invalid. Please select the appropriate time to take physical examination as the result is valid for only 6 months.

Please submit the following documents if applicable

i) Pre-admission Letter from Chinese Government Scholarship universities.

j) Language qualification certificate. e.g., HSK certificates, IELTS or TOFEL report.

k) A photocopy of valid passport information page.
