Guidance of Applying for the Chinese Government Scholarship Bilateral Program

Introduction

Bilateral Program includes full or partial scholarships in accordance with the educational exchange agreements or consensus between the Chinese government and governments of other countries, institutions, universities or international organizations. It supports the applications for undergraduate students, graduate students, general scholar and senior scholars.

Applicants shall apply to the dispatching authorities for overseas study of their home countries.

Now 289 designated Chinese universities offer a wide variety of academic programs in Science, Engineering, Agriculture, Medicine, Economics, Legal studies, Management, Education, History, Literature, Philosophy and Fine arts for scholarship recipients at all levels.

The Embassy of the People's Republic of China in the Islamic Republic of Pakistan entrusts Higher Education Commission (HEC) of Pakistan to select and nominate qualified candidates for the Chinese Government Scholarship Bilateral Program. The Chinese Embassy is not obliged to accept application documents from individual applicants.

Individual applicants may apply directly to target universities for Chinese Government Scholarship through other Programs. More application information can be accessed online www.csc.edu.cn/laihua or http:// www.campuschina.org.

The Chinese Government Scholarship Bilateral Program is now open for application. All applicants are requested to apply through HEC official website as well as CSC website www.csc.edu.cn/laihua or http:// www.campuschina.org. Hardcopies of application documents may be submitted to HEC HRD office before deadline set by HEC.

Eligibility

To be eligible, applicants must

- be a citizen of Pakistan other than the People's Republic of China, and be in good health.

- be a high school graduate under the age of 25 when applying for undergraduate programs;

- be a bachelor's degree holder under the age of 35 when applying for master's programs;

- be a master's degree holder under the age of 40 when applying for doctoral programs;

- be a high school graduate (at least) under the age of 45 when applying for general scholar programs;

- be a master's degree holder or an associate professor (or above) under the age of 50 when applying for senior scholar programs.

Application Documents

a) Application Form for Chinese Government Scholarship (in Chinese or English).

b) Copy of Passport Home Page: Applicant shall submit a clear scanned copy of ordinary passport with validity later than March 1, 2021. If no passport or the validity of the current passport does not meet the requirement, please apply for a new one and upload the scanned copy of the home page online CSC Chinese Government Scholarship Information System(CGSIS) before deadline of February 20,2020.

c) Notarized highest diploma. Prospective diploma winners must submit official proof of student status by their current school. Documents in languages other than Chinese or English must be attached with notarized Chinese or English translations.

d) Academic transcripts: Transcripts in languages other than Chinese or English must be attached with notarized Chinese or English translations.

e) A Study Plan or Research Proposal in Chinese or English. (A minimum of 200 words for undergraduates, 500 words for non-degree students, and 800 words for postgraduates.)

f) Recommendation letters: Applicants for graduate programs or senior scholar programs must submit two letters of recommendation in Chinese or English from professors or associate professors.

g) Applicants for music studies are requested to submit their own works. Applicants for fine arts programs must submit their own works which include two sketches, two color paintings and two other works.

h) Applicants under the age of 18 should submit the valid documents of their legal guardians in China.

i) Applicants planning to stay in China for more than 6 months must submit a photocopy of the Foreigner Physical Examination Form completed in English (the original copy should be kept by the applicant. The form designed by the Chinese quarantine authority can be downloaded from http://www.csc.edu.cn/studyinchina or www.campuschina.org. The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital or a sealed photograph of the applicants are invalid. Please select the appropriate time to take physical examination as the result is valid for only 6 months.

Please submit the following documents if applicable

j) Pre-admission Letter from Chinese Government Scholarship universities.

k) Language qualification certificate. e.g., HSK certificates, IELTS or TOFEL report.

Reminder: All uploaded supporting documents must be clear, authentic and valid. Applicants are recommended to use professional device to scan the relevant documents. Applicants shall bear the consequences caused by unclear or unidentifiable uploaded materials.

Application Procedures

Apply to Higher Education Commission for CGS opportunity;

Apply to your target university for the Pre-admission Letter before submitting on-line application documents.CSC cannot guarantee the placement of your target university without pre-admission Notice.

Complete the online application procedure at CGS Information Management System for International Students (Visit http://www.csc.edu.cn/studyinchina or http://www.campuschina.org and click "Application Online" to log in), submit online the completed Application Form, and print a hard copy after completing the form.

Submit all your paper application documents to Higher Education Commission before the deadline.

NOTE: The Chinese Embassy in Pakistan only consider those applicants nominated by HEC.

Instructions of online application

Step 1: Visit "CSC Study in China" website and click "Scholarship Application for

Students" at http://www.csc.edu.cn/studyinchina or http://www.campuschina.org

Register an account through [CREATE AN ACCOUNT] and login with your account.

Step 2: Input Personal Details. Click "Edit Personal Details" and finish inputting

personal details by filling in all the information, verifying and saving the information.

After the completion of this section, return to the previous page by clicking "Finish" and start filling in your application information.

Step 3: Select the correct "Program Category". Please select Program Category "Type A".

Step 4: Input the correct Agency Number. Agency Number is: 5861.

Program Category and Agency Number are directly matched, both are mandatory

for online application.

After inputting agency number, the matched agency name will automatically show on

the page. As Program Category and Agency Number are directly matched, application processing authorities will not receive your online application if the program category or agency number are not correct.

Step 5: Input Application Information

Next, please move on to the section of "Language Proficiency and Study Plan" and upload "Supporting Documents" as requested, then click "Submit" to complete the application. Check each part of your application carefully before submission. Please

make sure that all the information and uploaded documents are valid and accurate.

When applicants of "Type A" application choose the "Preferences of Institutes", system will automatically match the available universities according to the selected "Student Category, Preferred teaching language and Major Applying for". With any inquiry concerning the available majors of each university, please visit the following website http://www.campuschina.org/universities/index.html.

"Catalog of Discipline Field, First-level Discipline, Specialty" is available from the "Help", applicants could download the file to identify the relation between Discipline

and Major.

Step 6: Once submitted, amendment cannot be made on "Personal Details" and

"Application Information". Before the application being processed by the processing authorities, applicant can revoke the submitted application by clicking "Withdraw" and edit the application. After revoking the application, applicant must submit at second time after re-editing, or the application will not be processed. Once the application is processed, application cannot be revoked.

Step 7: Click" Print the Application Form" and download the form.

Step 8: Submit scholarship application under the requirements of the dispatching authorities (or application processing agency)

China Scholarship Council never entrust any individual or intermediary agent to process Chinese government scholarship applications. Kindly remind that all applicants to directly submit your scholarship applications through official dispatching authorities, avoiding being deceived. The website below is the only official website that China Scholarship Council publishing Study in China information, please do not trust information from any other portals or sources.

Notes:

Application with incorrect Agency Number will not be processed.

Please use Firefox or Internet Explorer (11.0).

For applicants using Internet Explorer, please close the "compatible view mode" function ahead of editing.

Please fill in all application information in Chinese or English.

Instruction Language

Undergraduate scholarship recipients must register for Chinese-taught credit courses. They are required to take one-year preparatory courses in designated universities to pass the required test before moving on to their major studies. Those who fail the test will be cancelled for their scholarship candidature.

Undergraduate scholarship recipients can apply for preparatory course exemption if they completed their secondary education in Chinese or have a valid HSK certificate that meets the requirements of the host university. Official documents from secondary schools or a photocopy of valid HSK certificate must be submitted for a preparatory course exemption application. Please NOTE that HSK results are valid for only 2 years.

Bachelor degree scholarship recipients applying for Chinese-taught programs must meet the minimum level of HSK-3, while Master and PhD degree scholarship recipients must meet HSK-4 level.

Placement & Scholarship Confirmation

a) Application documents of recommended candidates from HEC will be scrutinized by CSC for eligibility and qualification. Ineligible or incomplete applications will not be considered.

b) Qualified applications will be sent to universities for placement. Each scholarship recipient will be granted with no more than one scholarship.

c) CSC reviews the placement results, and sends Admission letters and JW201Visa Application Form to the Chinese embassy in July. The Chinese embassy will forward admission documents to HEC.

d) Scholarship recipients shall not be allowed to change their host university, field of study, or duration of study stipulated on the Admission Letter after their coming to China.

e) Scholarship will not be reserved if the scholarship recipient cannot register before the registration deadline without permission from the host university.

Visa Application

Please refer to the website of Chinese Embassy or Consulate General in Karachi for study visa information. Basic documents may not only include the following :

a) One completed Visa Application Form(the applicant shall complete visa application form online and submit the printed confirmation page and application form to Gerry's Visa Center. Online Visa application website is https://cova.cs.mfa.gov.cn), and appointment for visa application submission is https://avas.cs.mfa.gov.cn

b) Original passport with at least six months of remaining validity and blank visa pages, and a photocopy of the passport's data page.

c) One recently-taken color passport photo (bareheaded, full-faced) against a white background.

d) Original and photocopy of the admission letter.

e) Original and photocopy of "Visa Application for Study in China" (Form JW201). Please be noted the original JW201 Form should be returned to applicants for foreigners' residence permits in China.

f) A photocopy of notarized highest diploma by concerned educational authorities and attested by the Ministry of Foreign Affairs of Pakistan.

g) A local police character/clearance certificate (attested by Ministry of Foreign Affairs of Pakistan).

We kindly remind that holders of study Visa shall, within 30 days from the date of their entry to China, apply to the local exit/entry administrations of public security organs for foreigners' residence permits.
