1. Brief introduction

Huaneng Shandong Ruyi Sahiwal project is a large coal-fired power project jointly invested by Huaneng Shandong Power Generation Co.Ltd. and Shandong Ruyi Science & Technology Group. The project is located in Sahiwal, 150 km southwest of Lahore, the capital of Punjab province.

2×660MW supercritical coal-fired units are being constructed, with synchronous installation of high-efficiency electrostatic precipitator and flue gas desulfurization facilities. The planned commercial operating date is 25 December 2017.

After the completion of this project, the annual energy output can reach nearly 10 billion KWH, which will greatly relieve the power shortage in Pakistan and boost local economic and social development with a strong energy support. It is of great significance for Pakistan that this project will help improve people's livelihood and accelerate national development.

2. Latest progress

Since the start of the construction on July 31, 2015, the project company has been working tenaciously in collaboration with all contractors towards the goal of creating China’s overseas demonstration project. In order to help Pakistan to overcome the energy crisis, the project company started the construction from their own equity. It was only in February 2017 that financial close of the project was achieved. This has fully showed the good will of Chinese company to Pakistani people.

Through scientific construction and strict quality management, the project company has been working all out to advance the construction of Sahiwal project in an orderly manner with a coordinated development of safety, quality and speed. It has fulfilled the major milestones such as lifting of boiler steel structure, lifting of heating surfaces, first-time successful hydraulic tests of both boilers, topping of chimney and cooling towers, installation of rotors into the generators, assembling of turbine upper cylinder according to or ahead of schedule.

Meanwhile, the construction of external railways, transmission lines, water intake and coal terminal work are also proceeding steadily, and the coal are arriving from Port Qasim to Sahiwal smoothly. With a high sense of responsibility and mission, the project team is working overtime and making every possible effort to generate electricity for both units at the earliest possible moment.

On May 12, the first unit of Sahiwal power plant started to generate electricity. The second unit is expected to complete in June. This will be 6 months ahead of schedule. Sahiwal project will be the first large energy project completed under CPEC. This will be the fourth completed energy project after 3 wind farms, namely Dawood, Sachal and UEP.

3. Corporate social responsibility

1) Local employment

In the construction process of Sahiwal project, the project company has made reasonable use of local labor resources and actively promoted local employment, hiring more than 3,000 local labor. The company has recruited more than 200 Pakistani engineers for operation after the inauguration, and sent them to China for a systematic training in the same type of power plants. The company is also planning to build an engineering and technical training school in Pakistan in order to cultivate more technical talents for Pakistani people.

2) Environment control

The plant uses the super-critical technology, which is the most advanced environmental control technique for coal-fired plants currently. The main technical and economic indicators of this project, including coal consumption of electricity supply, power consumption rate, soot, sulfur dioxide, nitrogen oxides and other energy consumption indicators and emission index can reach the most advanced international level.
